The Swinomish Utility Authority manages the Swinomish's water distribution and sewer collection systems. The Utility also provides solid waste collection services for residents of Swinomish Village.

If the Swinomish Tribe receives this grant, the Swinomish Tribe and the Swinomish Utility Authority will develop a comprehensive water resources management plan that uses a coordinated and integrated approach for managing water supply, wastewater, source water and stormwater systems to achieve operational synergies, to meet the current and future needs of the tribal community, and to sustain the natural environment. The comprehensive plan will improve and ensure the reliability of the water supply for a disadvantaged community and will ensure the management of tribal water, wastewater, and storm water systems, and the protection of source water, to meet community needs and ecological values.
